I have the honour to confirm my telegraphic

3/ reply, No.204 of 18th July, 1938, to the enquiries on

the subject of the refugee problem which were contained

in your telegram No. 135 of 15th July, 1938.

This question was the subject of a question

in the Legislative Council on 28th July, 1938, and I

enclose a copy of the Hansard report of the answer which

I instructed should be given. This fully explains the

present policy of the Government and I have nothing to

add to that statement except to say that the various

schemes are being pressed forward without delay.

It will be observed that the schemes presently

in hand would not suffice to shelter all the estimated

destitutes. They will, however, be capable of rapid

expansion: at the outset I think it advisable to proceed

experimentally. In the second place it should not be

assumed that it will cost twice as much as the estimate to
